Dvir is "the most holy place" - the inner part of the Temple: "And the priests brought in the ark of the covenant of the Lord unto his place, into the oracle (דְּבִיר) of the house, to the most holy place, even under the wings of the cherubims." 1 Kings 8, 6
Debir is the name of a city in Judah. It is also the name of the King of Eglon in Joshua's time.
"Wherefore Adoni-zedek king of Jerusalem sent unto Hoham king of Hebron, and unto Piram king of Jarmuth, and unto Japhia king of Lachish, and unto Debir king of Eglon." Joshua 10, 3
