The meaning of the name is "God (אֵל) bought (קָנָה)".
There are several men in the Bible called Elkanah. One of them is the father of Samuel the prophet.
"And Elkanah knew Hannah his wife, and the Lord remembered her. Wherefore it came to pass, when the time was come about after Hannah had conceived, that she bare a son, and called his name Samuel." 1 Samuel 1, 19-20
