The name "Tuvia" is composed of the word "טוּב" (goodness) and the letters יה (the name of God).
The name Tuvia (טוּבְיָה) does not apear in the Bible. However, the name Tobijah (טוֹבִיָּה, Toviya) appears therein. It is the name of several people. One of them is a priest who returned to Israel from Babylon.
